تَظاهُر is the verbal noun of the Form VI verb تَظاهَرَ, built on the triliteral root ظ-ه-ر, whose core sense is to appear or become visible. Form VI (تَفاعُل) often marks a reciprocal or outwardly staged action, so the root sense of appearing shifts to appearing together in public or making a show of something. That is how the same root yields both political demonstrating and personal pretending: both are cases of making something visible on the surface.
