The word comes from the Semitic root ʿ-l-m, meaning "to know." The Form II verb ʿallama, "to teach," gives the verbal noun taʿlīm, "teaching, education." Adding the nisba suffix -iyy, which works much like English "-al" or "-ic," turns the noun into the adjective taʿlīmiyy, "educational."
