تَعْيِين is the verbal noun of the Form II verb عَيَّنَ, to appoint or specify. Both trace to the root ع-ي-ن, whose core sense is the eye. The verb extends that concrete image to an abstract one: to fix your eye on something is to single it out, mark it, or designate it for a role. تَعْيِين thus names the act of that singling out, whether hiring a person or fixing a value.
