تَغْيِير is the verbal noun of the form II verb غَيَّرَ, 'to change something.' It is built on the root غ-ي-ر, which carries the idea of otherness and also appears in غَيْر, 'other than.' The form II pattern adds the sense of making something happen, so تَغْيِير is the act of making a thing other than it was.
