غَيْر comes from the Semitic root gh-y-r, which carries the idea of change and difference. The same root yields the verb غَيَّرَ, to change, and the noun غَيْرة, jealousy. From the core sense of otherness, the word became a grammatical tool for marking something as different or not the case. It now works much like the English prefixes non- and un-.
