Takwīn is the verbal noun of the Form II verb kawwana, meaning to form or bring into being. It comes from the Semitic root k-w-n, the same root that gives kāna, the Arabic verb to be. Arabic is a Semitic language, not Indo-European, so it has no PIE root. The root also appears in the Hebrew word for to establish or prepare, a genuine Semitic cognate rather than a coincidence.
