جار comes from the Semitic root ج-و-ر, which carries the idea of dwelling close by and of seeking or granting protection. The neighbor was the person who lived alongside you and whom custom obliged you to shelter. The same root yields جِوار, meaning vicinity and protection. Hebrew גֵּר, a resident foreigner, descends from the same root.
