The Arabic root ح-ك-م carries the sense of ruling, judging, and holding something in check. From it Arabic formed حُكْم (judgment, rule) and حُكُومَة (government, the body that rules). حُكُومِيّ is the nisba, or relational, adjective built from حُكُومَة by adding the ending ـيّ, giving the sense 'of or belonging to the government.' Arabic is a Semitic language, so no Proto-Indo-European root applies here.
