Etymology
The word comes from the Arabic triliteral root ر-و-ي (r-w-y), which carries the idea of drinking one's fill and being fully satisfied with water. The pattern فَعْلان turns the root into a stative adjective describing complete relief from thirst, the direct opposite of عَطْشان, thirsty. Over time رَيّان became a popular personal name and also names one of the gates of Paradise reserved for those who fasted, per a hadith in Sahih al-Bukhari. As a Semitic root it has no Indo-European origin.
