رُتْبَة comes from the Arabic root ر ت ب (r-t-b), which carries the sense of being fixed, settled, or set in order. From this root the language built words for arrangement and sequence, and رُتْبَة marks a fixed step within such a sequence, hence its use for a rank or grade.
