صَعَّد is the Form II derivation of the triliteral Semitic root ص-ع-د, whose base sense is to go up or ascend. Doubling the middle radical turns the plain motion verb صَعِدَ, meaning he climbed, into a causative or intensive one: he made something go up, he raised it, he escalated it. In modern news Arabic the word has narrowed mostly to this figurative sense, escalating a conflict, a dispute, or a set of measures.
