عَطَّل comes from the native Arabic triliteral root ع-ط-ل, which carries the sense of idleness or being out of use. The base verb عَطِلَ means simply to be idle or unemployed. عَطَّل is the Form II derivation of that root, made by doubling the middle radical, which turns a state (being idle) into a caused action (making something idle). This is a regular pattern in Arabic verb morphology, not a borrowing from another language.
