مَأْمُور is the passive participle of the verb أَمَرَ, meaning to order or command, built on the Semitic root ء-م-ر. The root carries the core sense of speech and command across Semitic languages, not just Arabic. Arabic bureaucracy later narrowed the word to a job title: the official who carries out a superior's orders, such as a police station chief or tax officer.
