مُسَيْطِر comes from the quadriliteral verb سَيْطَرَ (sayṭara), meaning to dominate or exercise control over something. Classical Arabic grammarians debated whether this verb is a native formation or a borrowing, since its four consonants do not reduce cleanly to a triliteral root. مُسَيْطِر is simply the active participle of this verb, built on the pattern مُفَيْعِل, and it names one who dominates or controls.
