Etymology

مُسْتَقِلّ is the active participle of the Form X verb اِسْتَقَلَّ, built on the triliteral root ق-ل-ل, whose base sense is 'to be few, small, or slight'. The Form X pattern (istafʿala) often carries a reflexive or estimative meaning, roughly 'to deem or make oneself so', and here it shifted to 'to stand on one's own, to become self-sufficient'. From that verb, مُسْتَقِلّ came to mean 'one who is independent'.
