The word comes from the triliteral root ص-م-م (ṣ-m-m), whose base sense is to be solid, blocked, or deaf. The Form II verb صمّم builds on this to mean to make something firm, and by extension to decide firmly or to design. مُصَمِّم is the active participle of that verb, so it names someone who has firmly fixed their resolve on something.
