Etymology
مُعَطَّل is the passive participle of the Form II verb عطّل, built on the triliteral root ع-ط-ل. In Classical Arabic this root described being without use or adornment, as in a woman called عاطل for wearing no jewelry, and it later widened to mean idle or unemployed. Form II adds a causative sense, so عطّل means to disable or put out of use, and مُعَطَّل means made idle or rendered non-functional. Modern usage extended it to broken machines, stalled vehicles, and suspended laws or institutions.
