The word comes from the Semitic root q-t-ʿ, meaning to cut. It is the verbal noun of the form III verb قاطَعَ, whose pattern signals a mutual or reciprocal action, so the base sense is a mutual cutting-off. From there it came to mean a boycott, the severing of dealings with someone. The administrative sense of province grew from the idea of a portion of land cut from a larger whole.
