مُوَظَّف comes from the triconsonantal root و-ظ-ف, which carries the idea of a fixed duty or post. It is the passive participle of the Form II verb وَظَّفَ, to assign a job or to employ. That verb is built on the noun وَظِيفة, a function or post. So a مُوَظَّف is a person who has been placed in a post. Arabic is a Semitic language, so the word has no Indo-European root.
