Etymology
Wilāya comes from the Semitic triliteral root w-l-y, which carries the sense of being near, following, and taking charge. The noun follows the fiʿāla pattern, which forms words for an office or function, so it is literally the function of governing. From Arabic the word passed into Ottoman Turkish as vilayet and into Persian and Urdu, where it named administrative provinces. Today it labels both the states of the United States and the provinces of several Arab countries.
