Βουλή comes from ancient Greek, where it meant will, counsel, or a deliberative assembly. It is tied to the verb βούλομαι, to wish or intend. In Athens the Βουλή was the council that prepared business for the citizen assembly. Modern Greek kept the word for the national Parliament, the body that deliberates and decides on behalf of the people.
