The word is a modern compound built from τρόμος (trembling, dread) and the suffix -κρατία (rule), the same suffix found in δημοκρατία (democracy). It was coined in the 19th century as a calque of the French phrase for the Reign of Terror during the French Revolution, then generalized to mean the political use of terror. Its two parts have separate, older histories in Greek, but the compound itself is a modern coinage.
