The verb combines the prefix υπό- (under, beneath) with βάλλω (to throw, to put). Together they originally meant to throw or place something under, in the sense of putting it forward for someone's attention. Over time this narrowed to the administrative sense of submitting a document, and by extension to suggesting an idea or subjecting someone to a process.
