Romanian borrowed "a afecta" from French "affecter" during the nineteenth-century modernization of the language, when many abstract and administrative terms entered from French. The French verb goes back to Latin "afficere" (to act upon, to influence), built from "ad-" (toward) and "facere" (to do, to make). The same Latin root gave English "affect" through a parallel borrowing.
