Arestare is a native Romanian noun built from the verb a aresta, to arrest, using the productive suffix -are that turns first-conjugation verbs into feminine action nouns. The verb a aresta entered Romanian in the nineteenth century as part of a wave of legal and administrative borrowings from French and Italian, both of which trace the word to medieval Latin arrestare, formed from ad- and restare, to stay behind or stop. So the underlying idea is making someone stop and stay put.
