Romanian borrowed "cerebral" from French "cérébral" in the nineteenth century, as part of a wave of Latinate and French vocabulary that modernized Romanian medical and scientific language. The root goes back to Latin "cerebrum" (brain), itself from an earlier Proto-Italic form. The adjective simply means "of or belonging to the cerebrum."
