Romanian borrowed "congres" from French "congrès" during the 19th century, when the language deliberately absorbed Latinate and French vocabulary to modernize itself. The French word comes from Latin "congressus", the past participle of "congredi", meaning to come together or meet. That verb is built from "con-" (together) and "gradi" (to walk, to step).
