Romanian borrowed "a costa" from French "coûter" and Italian "costare" during the nineteenth-century push to re-Latinize and modernize its vocabulary. Both source words trace to Latin "constare", built from "con-" (together) and "stare" (to stand), which first meant to stand firm or to be settled. Over time the sense narrowed from "to be fixed at a value" to simply "to cost".
