Ilegal entered Romanian in the 19th century as part of a wave of French and Latin borrowings that modernized Romanian legal and administrative vocabulary. It comes from French illégal, itself built on Latin illegalis: the negative prefix in- (assimilated to il- before l) plus legalis, an adjective derived from lex, legis, meaning law. The word simply means not legal.
