Romanian "minister" goes back to Latin "ministerium", meaning service, office, or function, which itself derives from "minister", a servant or attendant. The word entered modern Romanian in the 19th century as part of the wave of French and Latin-based vocabulary adopted during the modernization of the state and its institutions. Latin "minister" is built on "minus" (less), so the servant was literally the "lesser one" compared to a master.
