The word comes from the Semitic root q-n-ʕ, which carries the sense of being content or satisfied. Classical Arabic قَنِعَ means to be content with what one has. Form IV, أَفْعَلَ, adds a causative meaning to the root, so أَقْنَعَ means to make someone content or satisfied, in practice to win them over with an argument. Arabic is a Semitic language, not Indo-European, so it has no Proto-Indo-European root.
