فَطِيرَة comes from the Semitic root ف-ط-ر (f-t-r), which carries the core sense of splitting or breaking something open. Bakers applied it to dough that was worked and baked quickly, without time to ferment and rise, in contrast to leavened bread. Over time the word settled into its modern sense of a flat or stuffed pastry, pie, or tart eaten across the Arab world.
