تَحَكُّم comes from the Semitic root ح-ك-م, which carries the ideas of judging, ruling, and holding back. It is the Form V verbal noun of تَحَكَّمَ, 'to take control' or 'to act with arbitrary power.' The same root yields حُكْم (judgment), حُكُومة (government), and حِكْمة (wisdom). In modern usage the word has narrowed toward the neutral sense of technical control, though the older sense of high-handed domination survives.
