The word comes from the Arabic root و-ص-ل (w-ṣ-l), which carries the core sense of connecting or arriving. Form V (تَفَعَّل) adds a reflexive, resultative layer to the base meaning, so the verb points to the effort of bringing oneself to a point of connection or attainment. This is why تَوَصَّل is used for reaching an agreement, a conclusion, or a solution, rather than for a plain physical arrival. Arabic is a Semitic language, so this root has no Indo-European origin.
