جَواز comes from the Semitic root ج و ز (j-w-z), whose basic sense is to pass, cross, or go through. From this root Arabic built both a concrete sense, the document that lets a traveler pass a border, and an abstract legal sense, the standing of an act as allowed rather than forbidden. The word is native Arabic, not a borrowing from another language family.
