The word comes from the Semitic triliteral root ḥ-l-m, tied to the verb ḥalama, 'to dream.' The same root yields ihtilām, the onset of puberty, and, under a different vocalization, ḥilm, 'forbearance.' Arabic is not an Indo-European language, so it has no Proto-Indo-European root.
