قَرار comes from the Arabic root ق-ر-ر, which means to settle, to rest, and to become firm. The noun first denotes stability or a fixed place. From there it takes on the sense of a firm choice: a decision. The same root yields قَرَّرَ, to decide, and اِستَقَرَّ, to settle down.
