The word comes from the Semitic root kh-t-ʾ, meaning to miss, to err, or to sin. Arabic uses this root both for physical misses and for moral failings, so the noun khaTII'ah names an act of erring or wrongdoing. Hebrew has the same root, ḥāṭāʾ, with the same core sense of missing a mark. This is a native Semitic root, not an Indo-European one.
