رُومانِيّ is built from the place name روما (Rome) or رومانيا (Romania), both borrowed into Arabic from European languages, plus the Arabic nisba suffix ي/يّ, which turns a noun into an adjective of relation. This is why the same word can mean either Roman or Romanian, since both trace back to the same European root. It is a younger, more specific term than the classical Arabic word رُومِيّ, which in early Islamic usage covered Byzantines, Greeks, and Europeans more broadly.
