قادِر is the active participle of the Form I verb قَدَرَ, 'to have power' or 'to be able.' It comes from the Semitic root q-d-r, which links the ideas of power, measure, and decree. The same root yields قُدْرة (power), قَدَر (fate), and قَدير (almighty), one of the names of God. The word has no Indo-European source.
