قاطِع comes from the Arabic root ق ط ع (q-ṭ-ʿ), whose base verb قطَعَ means "to cut." قاطِع is the active participle, literally "one that cuts" or "cutting." Arabic speakers extended this cutting sense to abstract judgment, so a "cutting" answer or piece of evidence became one that settles a matter beyond doubt. The word is Semitic, not Indo-European, so it has no PIE root.
