قَضاء is the verbal noun of the verb قَضى, from the Semitic root q-ḍ-y. The core sense is deciding a matter and bringing it to its end. From that one idea Arabic built meanings as varied as a court verdict, the judiciary, spending time, settling a debt, and divine decree. The final root letter ي surfaces here as a hamza, and the word is native Semitic with no Indo-European link.
