The word comes from the Arabic root ق-ص-ر, which carries the core sense of shortness or falling short of a limit. قُصارَى is a feminine noun on the pattern فُعالى, a form Arabic uses for words denoting an extreme or outer bound, such as كُبرى (the greatest) and عُظمى (the supreme). Over time the sense shifted from plain shortness to the boundary beyond which nothing more can be done, hence the utmost.
