مَجْلِس is a noun of place built from the Arabic root ج-ل-س, meaning to sit. The prefix ma- forms nouns that name the place of an action, so the word first meant the place of sitting. From that concrete sense it came to name any gathering of seated people: a council, an assembly, or a reception room. The same root gives the verb جَلَسَ, to sit, and the noun جُلُوس, sitting.
