مُؤَهَّل is the passive participle of the Form II verb أَهَّلَ (ahhala), which means to make someone fit or eligible. Both trace to the root ء-ه-ل, whose base noun أهل (ahl) means family, people, or those who belong to a place or group. The passive participle pattern shifts that idea of belonging into a claim about fitness: a mu'ahhal person has been made suitable for a role. This is a native Semitic root with no Indo-European history.
