مُتَّهَم comes from the Arabic triliteral root و-ه-م, which carries the sense of doubt, suspicion, and illusion. The verb اتَّهَمَ, a Form VIII verb, means 'to accuse'; in this form the root's initial و assimilates into the infixed ت, producing the doubled consonant written with a shadda. مُتَّهَم is the passive participle of that verb, so it names the person who has been made an object of suspicion.
