مُخاطِر is the active participle of the Form III verb خاطَرَ, meaning to stake, risk, or gamble. Both trace back to the root خ-ط-ر, which carries the core sense of danger or peril, as in the noun خَطَر. The مُفاعِل pattern of Form III participles marks the doer of an action involving another party, so مُخاطِر literally denotes one who exposes himself to خَطَر.
