مُرَوِّع comes from the triliteral Arabic root ر-و-ع, which carries the sense of a sudden jolt to the heart, whether from fear or from awe. The Form II verb رَوَّعَ means to terrify or startle someone, using the doubled middle consonant to mark an intensive, causative action. مُرَوِّع is the active participle of that verb, so it names the thing or person doing the terrifying.
