مُسْتاء comes from the root س-و-أ, which carries the sense of badness or harm. The form X verb استاء means to regard something as bad for oneself, and by extension, to feel displeased or hurt by it. مُسْتاء is the active participle of that verb, so it literally describes someone who has been affected by something bad.
