مَقْصُود comes from the root ق-ص-د (q-ṣ-d), whose verb قَصَدَ means to aim at, head toward, or intend. مَقْصُود is the passive participle, built on the مَفْعُول pattern, so it literally means the thing aimed at or the thing meant. Arabic speakers extended this from physical direction (heading toward a place) to mental direction (aiming at a meaning or goal). The root is Semitic, not Indo-European, so it has no PIE root.
